Summary: The aim of this study is to analyze the scholarship system in Spain in order to provide policy suggestions aimed at improving its efficiency and equity. More precisely, the study analyses the scholarships’ legal framework, the level of scholarships’ expenditure in comparison to other countries and the progressivity of the current system. The analysis focuses on identifying the beneficiaries of grants and scholarships according to their income levels.
