Summary: The aim of this study is to be the baseline to open an informed debate about the renewal of the “Pla Xarxa de Governs Locals” of the Diputació de Barcelona. Over the report, the study focuses on better understanding the cooperation policies between second tier governments and municipalities in two countries: France and Germany.
