Summary: The aim of this report is to develop a theoretical framework on income-based pricing system and to carry out a diagnosis of the actual system in Hospitalet. The first section describes the theoretical framework and reviews the relevant literature. The second section analyses all the social services working under income-based price in the city.  This analysis focuses on the type of users, the expenditure needs, the tariff system, the funding and the coverage of each service’s cost by its revenue. The third section overviews the main national and international experiences of this pricing system and simulates each case in Hospitalet. Finally, the report makes some recommendations for the city council in order to improve the current income-based pricing system.
