Marta Angerri

Political Scientist from the Autonomous University of Barcelona (UAB) and Master in Public Administration from the Pompeu Fabra University (UPF) – ESADE – Autonomous University of Barcelona (UAB) joint program. In 1998 she started her career at the Catalan regional government, the Generalitat de Catalunya. More specifically, she worked at the Presidency Department – Youth General Secretary – Institutional Relations. In 2003 she was nominated as Chief of the General Secretary and in 2006 as Head of Institutional Relations at the Presidency Department. She joint the Círculo de Economía in 2007 as Programme Director and in 2011 she was appointed as General Secretary at the Círculo de Economía and Director of the Foundation in 2011. Since July 2018 she is the General Manager at this same institution.

Teresa Garcia-Milà

PhD in Economics from the University of Minnesota. She is director of the Barcelona GSE, professor in Economics at Universitat Pompeu Fabra, and associate researcher of the Centre de Recerca en Economia Internacional (CREI). Her research has focused in studying the impact of public investment on economic growth, and in the analysis of how different tax structures and fiscal federalism models influence economic growth, the distribution of resources and the economic wellbeing. She has been President of the Spanish Economic Association (2014) and has held different managerial positions at UPF. She is member of the board of trustees of Banc Sabadell since 2007 and a member of the advisory board of the Autoridad Independiente de Responsabilidad Fiscal (AIReF). She is currently vice-president of Cercle d’Economia and of Barcelona Global.

Lucas Gortázar

Phd in Economics at Universidad del País Vasco. He also holds a bachelor degree in Mathematics from Universidad del País Vasco, a Master in Economics from CEMFI and a Master in Mathematical Modelling from University College of London (UCL). He has worked for the Education Global Practice at the World Bank in which he has worked in more than 10 countries in the regions of Europe and Central Asia and Middle East and North Africa. He participated in several studies and projects about equity in education, public funding and education policies for students, young people and adults. Moreover, he worked in projects about education for the Spanish Ministry of Education, the Basque Government and KSNET. Since 2015 he is the coordinator of Education Cycle in the blog Politikon, member of Atlántida Project about innovative teaching and part of the Core Team of the Basic Education Global Solutions Group (BasEd) at the World Bank.

Victor Lapuente

Political science professor at Göteborg University and professor at ESADE Law School. He holds a PhD from the University of Oxford and a Master in public management from the Universitat Pompeu Fabra. He writes pieces of news for “El Pais”, in their “Claves” section, he collaborates with the radio station Cadena SER and he is a member of the blog “Piedras de Papel”. Author de several books, among which one is “El retorno de los chamanes: Los charlatanes que amenazan el bien común y los profesionales que pueden salvarnos” (Ed. Península). His areas of interest are public management, government quality and corruption. More specifically, he does research on why some countries have better public policies than others do and his papers have been published in several academic journals in social sciences.

Maite Vilalta

PhD in Economics from University of Barcelona (UB) where she works as a professor at the Department of Economics. She is a member of the Barcelona Economic Institute (IEB). She worked at the Generalitat de Catalunya (Department of Economics and Finance) and as a professor at Univeristat de Vic. She authored several studies and publications about fiscal federalism and regional and local public finance. She spent some months in McGill University (Montreal) for a research stay. She was Vice-dean of the Faculty of Economics and Business at UB from 2004 to 2008 and she is the Vice-rector of equality and social action at the same university. She was a member of the expert committee for the Catalan Government to compute the fiscal balance of Catalonia (2005&2008) and she was the representative of the Catalan government for the State-Region committee of transfers.

Javier Zuloaga

Journalist from Escuela Oficial de Periodismo and PDG-IESE, he has worked in media outlets and in business communication positions. He was director of the Spanish newspapers “La Voz de Castilla” from Burgos and “Unidad” from San Sebastián. In 1978, he joined EFE Agency in which he was Editor-in-Chief and Delegate in Portugal, Argentina, Morocco and the Balearic Islands. He was also the Director of “El Día de Baleares” and Delegate for the newspaper “La Vanguardia” in the Balearic Islands. In 1989, he was hired as Press Officer in La Caixa. He worked in this position until 2011, when he became the manager of Communication of the bank and the banking foundation and he was also in charge of the Internal Communication Department. He has also published four books: “El hombre que pudo ser libre”, “La isla de los rebeldes”, “Librería Libertad” and “El caso Ruglons”.
